The doctrine of testimonial immunity comes from the expansion of the white house. The idea is that congress shouldn't be able to just sort of one committee chairman issue a sapina and make the president's closest adviser show up and answer questions. And so they are sort of outside the bounds of congress's authority to susapin them.
