Japan joined world war one by virtue of its alliance with the united kingdom. The japanese army and navy spent the rest of the war reaping the benefits of conquest. By the time the war boom ended in the early twenties, the military leadership was no longer interested in vying with each other as they were in dealing with a new threat: democratic political party pliticians.
