The link between vitamin D and testosterone is a tricky one because it is correlated. So far the interventions that try to use vitamin D supplementation to boost testosterone, they just don't seem to be panning out the way you would expect. The most intuitive and kind of parsimonious conclusion would be that the correlation isn't quite causative. There's something else going on, right? And so yeah, it could be a sunlight thing. Part of me wonders honestly if not being exposed to sunlight during the daytime hours also correlates with low physical activity levels.
