I can imagine that in the winter window, they were somewhat less worried about the very specific June 30th FFP deadline because they thought they'd be able to dump some stuff on Saudi Arabia. You could have also believed well, they'll always be a taker for expensive contracts and we'll just figure out who it is and make it happen.
