The Perfect Spot to Attack Spanish Ships
In 1584 Walter Raleigh was given a formal charter which allowed him to construct a colony there. The long-term plan was to establish a thriving colony in the region but that plan was tempered by the more immediate goal of building a base that could be used to attack Spanish ships. Elizabeth and her advisors needed to take some kind of action to weaken Philip's position. In any conflict with Spain the English needed to find a way to shut off the supply of gold and silver that was pouring into Spain from South America.
