In Hong Kong, it really was, I would think, the newspaper of record of some sorts. For a long time, it did not appear that China was going to take any specific action in Hong Kong. They signed an agreement in 1997 using the Deng Xiaoping mantra of one country, two systems. In reality, they started to back away from that agreement almost immediately.
