A sequencer is essentially how transactions are ordered on a rollup. For arbitrum, it does like a fair ordering system. So it's sort of like first home first serve. Others have different ways of doing that, whether like capturing MED, etc. If you have multiple sequencers, all of a sudden you just need one of the sequencers to be up for the rollup to maintain loudness.
