What's the Future of Local Government?

The government is in part of a centralisation mode. People want localisation so they don't want their three-water assets going west. We've been building at the moment, earmarked for $26 million for an upgrade. Why would you update an old building when you don't know what the future of local government is? And then the car guy could see the three councils here being amalgamated. So until you know that future, which is probably two or three years ago, why would you invest in an old building? I mean, it just doesn't make any sense.
