The fine structure constant is part of a list of constants of nature that we have in the standard model of particle physics. It's interesting because it is dimensionless, so it doesn't depend on what units you use to measure it. Everyone should agree that the fine structure constant has the value approximately 1 over 137,. A Newton's constant of gravity will have different forms and numerical values.
