What's the Role of the Recruiter in Creating the Offer?

The recruiter does not often get to really design the offer. They might have some flex like the hired manager might tell the recruiter, hey, wer, we want to offer him a hundred ta, ten k,. but we're willing to flex this much and see if you can get them to verbally accept. I think there isn't a perfect way to run an event, but i do think that there is some credibility if a certain organization is running it.
