The Second Amendment and the Supreme Court's Judgment in New York

The supreme court struck down the states law that required people to show a special need to get a permit to carry a concealed gun. New york governor cathy hokell vowed to call the legislature back for a special session to pass new gun rules. Was the majority opinion here basically an unqualified license to carry a hand gun in public in this country?
