The Business Case Introduced the Water Meters

We're losing nearly half of our drinking water through lakes. We don't know where the lakes are, so they're not being fixed. So get the water metres, find them, fix them and protect what is such a valuable resource that at the moment it doesn't feel like our leaders are valuing. I thought if this is case surely, can be done quicker than that.
