Washington Post reporter Dillard Stokes saw someone taking material out of that apartment before prosecutors could show up and find it. The bags had been left at a storage room inside the Capitol that was controlled by a specific congressman. A staffer from that same Congressman's office arranged for that truck to go out that morning to that apartment to pick up all those heavy bags.
