We tend to look for philosophical culprits for what happened, or they've been among one of the lists that people have pointed the finger at. But there was one philosopher who quite notably blamed both of them on Plato: Karl Popper. And so when he wrote The Open Society and its enemies, he was concerned with providing a solid philosophical grounding for what he called open societies.
