"We are very focused on the impacts, right, regardless of what caused it," FEMA chief says. "They are now doing primary searches, which means that they are going house by house to make sure that we can account for everybody" rebuilding could take years and cost tens of billions of dollars in parts of New York City where many people were left homeless.
