There are some dollar debts within China, but you don't review all those. It's like trying to determine the leverage on the balance sheet of a US bank. The Chinese government is actively encouraging people to move money out through the banking system. But they've recently stopped doing that as a way to manage exchange rate. They also were still sort of encouraging foreigners to buy into the Chinese bond market.
