Popper has been speaking about in this particular lecture the classic philosophers. And in particular the philosophers in the empiricist tradition and the philosopher in the rationalist tradition. In either case we can have the truth. And when we see it we can understand it as the truth. This leads to some wonderful stuff, a liberation from authority. But whatever the case, the only explanation of why it is that we make errors now and again where our so-called fallibility comes from. The only explanation is we're being deceived by some greater powers. A conspiracy is afoot keeping us in the dark through lies and deception. Other people, the authorities.
