When the pandemic hit, there was a shift from unexpected uncertainty to expected uncertainty. People were buying toilet paper just because of the unexpected certainty. They literally didn't know what to do so they started making random decisions. This is all mediated in the pre frontal cortex and it's trying to map out the uncertainty that's there. But unexpected uncertainty throws us for a bit of a loop, and it leads to some strange behaviors.
