The Bahamas has no campaign finance laws. Peter Nygard bragged he'd given the Progressive Liberal Party $5 million during the 2012 election campaign. He threatened or sued media outlets that investigated him and slow-walked lawsuits, exhausting his foes. There's a number of things in the Bahamian legal code that make it enticing for guys like Nygard particularly.
