I Am Not Obligating Catholics to Absence on St. Patrick's Day
Some bishops told Catholics that if they were to avail themselves of me on St. Patrick's Day, they ought to exercise absence during a particular period of time. So some bishops said, if you do this, you must observe some other kind of penitential act. Is that a kind of commutation? Yes, I believe so. A moveable fast as opposed to a moveable feast, but it's a commutation.
