Rumsfeld and Cheney were working to cover up the fact that Bush had set up these special military tribunals for terrorist suspects. Rice was trying to figure out some measure of you know damage control in a way to discuss the tribunals. She ends up trying to put together a meeting with all of the most senior people in the building, she says like are she invites her? Is she secretary of state at this point?
