Is There a Strategy to Get Efficiency Savings?

I think the problem is that we don't really know they talked about efficiency savings which suggests that every department needs to tighten their belts a bit. Ministers haven't either worked out themselves or had sort of instruction if that's the way these things work from the Treasury and that's very unsettling. The sense that she gives is almost one of I'm going to do what's what I think is right and policy terms and the voters will reward me when I'm proved right, rather than the sort of slightly more brazen Johnson approach on particular issues. It doesn't feel to me as if she's you know she's quite as focused as Johnson was on sorts but that specific strata the vote.
