Aegon the Conqueror's Play With the North
The greatest source of power for the north outside of Winterfell is White Harbor. If White Harbor isn't strongly in Winterfell's corner, Winterfell's ability to fight any foreign power is severely diminished. Aegon played it cool with White Harbor and made them into a friend. He tried less hard to make a friend of Winterfell and realhard to make a fan of White Harbor.
