If enough voltage occurs, then a spike occurs,. It's that spike that is conducted down the axon and leads to neurotransmitter release. This is just neuroscience 101. This is the way the brain is supposed to work. What we do when we build artificial neural networks of the kind that are now popular in the AI community is that we don't worry about those individual spikes. We just worry about the frequency at which those spikes are being generated. People talk about that as the activity of a neuron. But I'm still pretty old school
