Is the Great Wall a Worker Placement Game?

The Great Wall is a worker placement game where you have troops that get placed on cards that cover up various things and give you bonuses. So as you collect resources or improve your income, you need to put figures on the track to track that you track on the track mark. Also, there is shame and you bring in these shame tokens and every shame token you have, you have to designate a troop figure to that as well. The gathering of resources and the placing of people plays second fiddle to the overall sorts of points which are all focused around defense of the homeland.
