The GOP Health Care Bill Is a Huge Incentive to Expand Medicaid

Right now in Kansas and Maine, there's actually some initial steps towards Medicaid expansion. The Affordable Care Act included a number of new taxes and cuts to Medicare that would finance this whole expansion. Republicans wanted to raise some revenue by capping the exclusion for employer-sponsored coverage. But right now, you don't get taxed on the insurance.
