People become addicted to debt and it's a bad thing. It's better not to do it at all. If you're 18 now, don't get loans. No credit cards ever. No bank loans. Nothing. Be debt free. You'll save real money if you do that. Jumpshed says, I have a little flat apartment in the capital. And a huge complex near my hometown. Do you need to live in the city at all? Could you just stay with your parents when you visit them at home? There's all kinds of possibilities, but I don't know the details so I can't say.
