The Importance of Culture in DevOps

The bits are the easy part. This is not solved by a tool. This is all the stuff. You need architects, you need people who understand software delivery and how it's going to integrate with source control. Adam Jacob has said before that tools influence culture and culture influences tools. It's bi-directional. But they sort of look at like if it's in the DNA of the tool to work this way, that will influence how you work.
