The History of the Assyrian Empire
Those who failed to pay their annual tribute were considered to be in rebellion. They were crushed mercilessly, lost their autonomy and incorporated into the empire as a province. The little nations of the Levant were just bit players in the diplomatic struggle between the two superstates. Israel's House of Jehu had very good reason to befriend Assyria, but to befriend Assyrian was to step into the lion's jaw.
