Leopold's Declaration of Pilnets

Leopold issued a document called the padua circular in early july 17 91, which called on his fellow monarchs to work in concert to restore the liberty of the royal family. But as expected, only prussia signalled any interest in such a project. Less than a year later, they were at war with revolutionary france. The austrian and prussian threats of war had nothing whatoever to do with the rise of the foulat. i want to end this survey of the international scene by pointing out one fatal misunderstanding shared by both the prussians and the austrians.
