Do You Use Ok Rs?

Do you also use ok rs or a other other tools that most modern organizations use these days? Or do you essentially tackle both sides of the structure. We actually give people guidance on what outcomes we would like, and then every team's projects have to say, what goal is this driving towards? What goal? That was said at the highest level of the company. And i's very bottom up. So the teams say, this is the work we need to do for this part of the product; here's the goals it tags to. I've come to believe that done in a very light weight way, those goals can be empowering if you do too much.
