Preparing Children for Online Reading

i wonder if there's a sort of stigma against making kids not connect with on line reading, with so many digital devices at a young age. What do you refer to as a young age? And what is too young, or what is about the right age? I want to explore the possibility in my talk, where we teach initial reading skills, early word recognition, dcoting skills, with the tools that are available.
