Observability for WebAssembly Code

This is the first of its class to give teams actual runtime metrics on their WebAssembly code as it's run. And I can quickly identify every single module that might put us out of compliance and then can fix that problem through whichever means necessary. It also helps with things like this transition from Wazi preview one to Wazi preview two. At some point, you're going to have to deprecate modules that import from the old format or at least identify them so you can recompile them or make them compatible with preview two.
