Rep. Adam Chif has been an honorable exception to congress's passivity in balancing liberty and security, he says. Many of the questions the nation faces are essentially legislative in character, chif adds. He is a ranking member of the committee on intelligence which is conducting the investigation that one of the House select committees will conduct into Russian hacking during the election.
