Half of all housing agencies have their weight lists completely closed. There's a lot of concentration on the cities, less attention to rural communities and even suburbs. What i see when i go out of philadelphia into the surrounding communities is that there's no resources. There's no housing. So many of these surrounding counties have no shelters at all. And they depend on philadelphia to shelter their people.
