Is Rish Sunag a Prime Minister?

Rish Sunag doesn't really have any real power. He will be allowed to remain in office as long as he serves the powers that be. And yet I'm not sure even if he does a good job, he'll be allowed to stay for too long. That is always dangerous when you are a remote controlling a vassal state.
