What if You Just Cheat?

Up until the mid 18 hundreds, policing in the cities of the american north had been a fundamentally reactive endeavor. The idea began to spread that by patrolling, surveiling and deploying force against these populations, police could stop crime from occur. Whether or not someone counted as a member of a dangerous class had an awful lot to do with whether or not that person also counted as white. This included germans, italians, jews of all national origins, and of course, the irish.
