By the time you get to tens of millions of solar masses, those bigger known black holes re-find the center of galaxies like tons 618. A black hole 10 times more massive has 10 times the radius, but a thousand times the volume, so only a hundredth density. Even ten billion solar masses is less than one percent of our galaxy. You could probably create yourself a large initial black hole that you built a shell around to keep matter from falling into and serve as a big black hole powered light bulb as a fake star.
