In romans 15, paul says, we who are strong have an obligation to bear with the failings of the weak and not to play please ourselves. He's using these categories of te the strong and the weak. The main answer ats given would be jewish and or gentile christians who are still trying to live according to the jewish law that they believe in but also do things to demonstrate it.
