Assad is obviously seeing in this an opportunity to get out of international isolation. He's pretending that the hardship faced by people in the Northwest is to do with the opposition holding that area rather than his regime. So it's an opportunity for him to come back from being a kind of pariah as far as he's concerned and put the blame somewhere else.
