The key issue is that we used to have a system where you've had a big generating place which poured out the electricity around the country. Now we have a whole series of smaller, different ways of producing electricity and we haven't changed the system round. The government hasn't gripped this, which is very sad because in some areas the government's done very well. But it's not quick enough off the feet - governments are much better at policy than they are at delivery.
