Is Consensus Possible Domestically?
Congress has passed more major legislation in the last two years than in recent memory. That suggests that there are places where cooperation is possible. But it's interesting that those tend to be things when, oh, confronting Russia, confronting China. Those kinds of external threats superimpose a kind of consensus because if it's us versus them, then, you know, it's clear which side we're on and we're all American.
