How Does Light Change the Structure of the Universe?

We know that very early on in the universe, there was this plasma of all sorts of crazy goop. We could maybe get a closer look at light if it was moving slower because it had mass. How else would things be different? What Ricky was also asking about how it would affect the evolution of the universe.
