There's a lot of story lines in the comics where, i think this is wha they're going to do in the next film. The idea is that bat man thinks he knows this city inside out. This is his city, but there's actually some deeper, darker underbelly with the golden masked peeps. There's like a secret society that of gotham elit that they all wear these, like, owl masks.
