Controlling Proliferation: Hardware or Software?

A lot of models, once they're trained, the train model was put up open source on the web. That's just a piece of software and that proliferates very, very easily. But the sort of hook to think about controlling proliferation here is really at the hardware level. The most advanced chips in the world are only built in two countries, in Taiwan and South Korea. They rely on equipment that only three countries in the world make, the Netherlands, Japan, and the United States. And so there's an opportunity to start shaping then who has access to this underlying physical resource, the computer chips that are needed to train these most capable models.
