The role of temperature in any reaction is to speed it up. So when you have a high moisture content, that environment tends to be more favored by bacteria. When you have a dry out of water fermentation, that environment is a lot more conducive for a yeast fermentation. There's still bacteria that are present, for example, acetic acid bacteria, but it tends to be dominated more by yeasts.
