Having only two reaction wheels lets you map out a plane in a 3D space. But once you've turned and pointed at the star, you're susceptible to moving in that third dimension. So they came up with an ingenious way to try to prevent that from happening. The sun is actually pushing on these things. They can use that orientation to help either push on the spacecraft or to keep it stable.
