The Impact of Palm Cusker on Belfast City Council

Palm Cusker's attendance rate in council, whenever he was an STLP representative, hasn't been the best. The other thing I would just notice in Tahon councils were all the administrative processes are party focused and based on party states. It is difficult for independents sometimes to make a mark in terms of actually moving things along in those type of councils.
