The way the programs tend to evolve is the it'll start out with a navy lab or little work demonstration systems. And then the program requirements will then flow into them to build that, then roll out through a request roproposal. These are typically like one off projects, or their contracted projects for very specific outcome and highly detailed specifics like technologies.
