Gobachof himself was a true believer in the system. He would not have carried out those reforms unless he believed that the system was reformable. Even those members of the elite who opposed him, they were scared of acting too arbitrarily or shedding too much blood. It was also to be said the soviet union had lost quite a bit of its legitimacy. And of course, gobachov himself had contributed to that by opening up.
